A good observation program will consist of three observation elements: compliance, performance, and culture. However, most of the problems in a job — approximately 67% — do not occur within what can be observed, but rather in what is omitted and/or not being performed. A good observer should not only see what is wrong, but recognize what is being omitted that can significantly impact compliance, performance, and culture.
